newtown, connecticut. the president, congress and we the people all want to do something constructive to make sure this horror doesn't happen again. the problem, it will happen again no matter what we do. that doesn't mean we should do nothing. however, before acting, let's take a look at the facts. mass shootings in the usa are on the decline. according to criminologist from the minute money department of corrections, mass murder in america was most severe in 1929. in recent years, there were 32 mass killings in the 1980s, 42 in 9 '90s and 26s in the first decade of this century. according to the department of justice, murders of school age children have declined by 42% in the past 15 years. the latest stats show 1% of the murdered kids died at school. now, that's not to diminish the horrible crimes we have seen in connecticut and other places recently. all americans should understand that violence like that harms america's image throughout the world and we do have a gun culture here. no question about it. if the feds can tighten up gun laws without violating constitutional rights, t

in connecticut. from new york, could wednesday, everyone. we are told this is not going to be a policy announcement but more of a laying out of the process for what is next. it will not get past anyone that the event is taking place in the james braddy briefing room. as we await the announcement, our correspondent is at the white house with more. steve, what is the expectation? >> the president will appear in the briefing room along with vice president joe biden, a longtime gun control advocates. the president says that he supports gun control but has not taken any firm action. we will find out today what he has in mind. we don't expect any big policy changes right off the bat, but expect he will gather ideas from his cabinet secretaries, and justice, and health and human services, education, anything to prevent mass shootings that happened in connecticut happening in the future. one idea is possibly to ban assault weapons. there was a ban that expired in 2004. he could try to push to reinstate that. he b bate hege ngge ng ideas ad possibly drawing up legislation in the future.

aftermath of the connecticut school tragedy is one of the top stories. good afternoon. i'm tori campbell. >>> we begin this noontime with a hazmat response at a local post office and some people require treatment. paul chambers joins us live from high street in oakland. paul, you just got the answer on what caused this hazmat incident. paul? >> reporter: that's correct. it's been about two hours since everybody happened. there is a crew still out there. they are packing up right now. you ke see -- you can see from the chopper, within the last half-hour, the scene has been cleared. we a situation that had fire, paramedics, police on the scene evacuating the building. you can see a hazmat crew was sent out here to the scene and entered the building. the call came in around 10:00 a.m. after fire porkers say a -- workers say a worker found a puddle in the back of the floor. two workers complained of i irritation and coughing. crews worked to identify the mysterious substance while others were isolated. >> there was a small can of pepper spray that had discharged. after it discharges

the latest in the newtown, connecticut shooting. many students returned to class for the first time. also the commity continued the heartbreaking task of burying the young victims. jennifer davis is live in newtown tonight. how did this first day back to school go? >> reporter: you know, it was an interesting and painful day here yet again in newtown. what you notice is with all the traffic on these little tiny streets you saw hearses and school buses. you saw funeral processions and students. that gives you a good sense of the two directions they're being pulled in as their in the depth of the grief and saying good-bye to these young children, but also trying to help the surviving children get to a routine. they had two more funerals today. a little boy b james who loves math and recess. a little girl jessica who asked santa for a new pair of cowgirl boots this year. all the students in the area that didn't go to sandy hook went to school. they did a lot of talking about friday and they were together and that seems to have comforted a lot of them. >> i can only imagine the heart ac
